Advocacy (GIAAPAC)

Preserving & Advancing the Interests of the Iowa
Rental Housing Industry through Political Advocacy

The Greater Iowa Apartment Association’s Political Action Committee (GIAAPAC) is your biggest advocate for the rental housing industry. GIAAPAC realizes you (our members) are the industry’s best tool when it comes to urging elected officials to hear our concerns throughout the state of Iowa.

GIAAPAC allows us to:

  • Support candidates who understand and advocate for rental housing
  • Protect against harmful legislation and overregulation
  • Proactively shape policies that impact owners, operators, and residents statewide

Without PAC participation, our collective voice is significantly weakened. Your contribution helps ensure the industry can defend, protect, and advance the interests of the rental housing industry—not just today, but for years to come. We strongly encourage all members to participate in GIAAPAC and stand with us as we protect the future of rental housing in Iowa.

RECENT GIAAPAC WINS

  • Property Taxes (2026)
GIAAPAC actively engaged on tax proposals that would have significantly increased taxes on multiresidential housing in Iowa. Through coordinated advocacy by GIAAPAC leaders, members, and coalition partners, lawmakers ultimately adopted a far more balanced approach, limiting changes to a 6% adjustment in the rollback for multiresidential housing rather than the drastic increases initially under consideration. This outcome preserved critical protections for rental housing providers and helped prevent the kind of widespread deferred maintenance, loan stress, and rent pressure that the original proposals could have created.
  • Line of Sight (2026)
GIAAPAC successfully defeated a line-of-sight insurance provision that would have weakened matching requirements for insured property repairs, allowing insurers to use replacement materials that differed in color, material, or finish so long as the property appeared uniform from 30 feet away. The victory preserved stronger coverage protections for property owners statewide.
  • Early Termination of Rental Agreement (2025)
GIAAPAC stopped a bill that would have created broad new rights for tenants to break leases early, protecting owners from costly early termination disputes.
  • Short-Term Rental (2025)
GIAAPAC fought changes that would have opened the door for most Iowa cities to heavily regulate short term rentals, helping preserve a predictable environment for rental property owners.
  • Real Estate Broker Licensing Reform (2024)
GIAAPAC partnered with brokerage stakeholders to pass legislation that reduced compliance burdens by exempting nonlicensed employees from broker licensing requirements for routine leasing activities. The law was enacted with retroactive effect, requiring the Real Estate Commission to dismiss pending complaints against multiple GIAA members based on conduct covered by the exemption.
