On September 13, 2023, the National Apartment Association (NAA) hosted the latest installment of its Advocacy and Legal Webinar (ALW). Some key takeaways include:

Federal Legislative Update: Maria Spencer, Director of Federal Legislative Affairs, discussed developments on NAA’s 2023 legislative priorities and updated attendees on several legislative proposals of interest to the rental housing industry. She also provided an update on the 2024 appropriations process.

Regulatory Roundup: Nicole Upano, AVP of Housing Policy & Regulatory Affairs, discussed NAA’s coordinated advocacy efforts across agencies related to the White House Blueprint for a Renters Bill of Rights. Additionally, she shared more about NAA’s advocacy efforts to ensure the Federal Housing Finance Agency (FHFA) understands the industry’s perspective on efforts to federalize landlord and tenant law for enterprise-backed properties and highlighted NAA’s meeting with the White House Council for Environmental Quality. Joe Riter, Senior Manager of Public Policy, highlighted a new member resource on accessing federal BEAD funding.

Legal Update: Brittany Wood, Staff Attorney, highlighted the latest legal news from across the country, including efforts to challenge the new final rule defining Waters of the United States (WOTUS) in the Clean Water Act, New York’s source of income law being ruled unconstitutional and two rent control cases that may be heard by the U.S. Supreme Court.
